A MOTION has been put forward "that the participating Governments bind themselves to prohibit the importation and exportation of prepared opium."

Eleven Powers voted; eight in the affirmative. Great Britain and Siam reserved votes ad referendum, and Portugal alone voted in the negative. Are we authorised to vote in favour of this proposal?
